The National Aeronautics and Space Administration funded the purchase of eight Boeing C-135A aircraft and participated in all development phases of the Apollo Range Instrumentation Aircraft Program. NASA provided additional suitably configured test support aircraft containing Apollo communications equipment for simulation testing of the prototype ARIA during early testing.

Douglas Aircraft was the prime contractor for the ARIA aircraft conversions, Bendix Corporation was the major subcontractor. Douglas Aircraft and Bendix Corporation performed design, acquisition, installation, aircraft modification, and test of the electronic equipment.
